Assistance for Landowners, Road Associations & Municipalities
The District provides technical assistance to landowners, private road associations, and municipalities for erosion control and conservation needs.  Much of our technical assistance is provided through specific watershed projects, and we provide assistance for a fee throughout Cumberland County. 

Technical assistance services are available at a starting rate of $150 and include:

  • Site visit of property to assess needs

  • Summary report of issues on the site and recommended improvements

  • Supplemental fact sheets / manuals

  • Native plant information, where applicable

  • Professional engineering is available for $75/hour

Other services include:

  • Third party inspections & assessment

  • Erosion & Sedimentation Control Plan Review

  • Phosphorus Control Plan Review

  • Permit by Rule preparation

Resources for Professional Engineers, Developers, & Municipalities
The Maine Department of Environmental Protection has developed the Maine
Stormwater Management Best Management Practices Manual
(Jan. 2006) to provide Professional Engineers, developers, and municipalities with information to improve the management of stormwater and its impacts.  The Manual provides information on selecting, designing, and installing Best Management Practices (BMPs) for stormwater management in the State of Maine.  The Manual has three volumes: Volume I - Stormwater Management Volume; Volume II - Phosphorus Design Manual; and Volume III - BMPs Technical Design Manual.  Click here to view the Manual.

Resources for Land Development Consultants & Contractors
The purpose of the Maine Erosion and Sediment Control Best Management Practices Handbook is to help land development consultants and contractors incorporate urban Best Management Practices for erosion control and sedimentation control into project design, planning, and construction.  Click here to view the Handbook.

Removal of Impervious Surfaces
For general guidelines about the removal of pervious surfaces to be considered pervious, click here.  Landowners or operators are encouraged to contact the District prior to the commencement of work.

Agricultural Assistance & Conservation Planning
Assistance with conservation planning and agricultural needs (nutrient management, improvements to pasture or forest land, etc.) is provided through our partnership with the Natural Resource Conservation Service (NRCS).  To request assistance from NRCS, please download our technical assistance request form.
