District Manager: 
Betty McInnes

Profile:  As the District Manager for the past 26 years, Betty is responsible for administration, finance, and program development.  She has a Bachelor of Science Degree in Organizational Leadership from the University of New England.  Betty has also completed course work in Biological Sciences at the University of Rhode Island. 
 


District Engineer: 
Christopher Baldwin, PE

Profile: 
Chris Baldwin has been the District Engineer with CCSWCD since 2003.  He is a registered professional engineer (PE) in the State of Maine.  He runs the District’s Urban Review Program responsible for performing reviews of proposed projects for stormwater management and erosion control.  The reviews are performed for individual towns and Cities within the County as well as for the MDEP.  He also conducts design work and contractor inspection for the District’s watershed protection projects.  Chris has a bachelor’s degree in environmental science from St. Michael’s College in Winooski, VT and a civil engineering degree from UMO.
 


Stormwater Program
Manager:  Tamara Lee Pinard

Profile:  Tamara Lee Pinard is a Senior Project Manager.  Her work is currently focused on coordinating the Long Creek Restoration Project.  Tamara served as the Lakes Program Manager with the Soil and Water Conservation Districts (SWCD) of Southern and Western Maine from January 2001 through June 2005.  Prior to that, she worked for three years as a Project Manager with the Cumberland County SWCD.  Tamara has a Biology degree from Bates College and over ten years of professional experience with watershed management, water quality monitoring and watershed education. 

 


Stormwater Outreach Manager:
 Jami Fitch

Profile: 
Jami has been with the District since 2004.  She is responsible coordinating and implementing the District's YardScaping program and the stormwater awareness efforts on behalf of the Interlocal Stormwater Working Group.  Jami has a bachelor’s degree in environmental science with a concentration in marine ecology from Boston University, and has also studied environmental science and policy at Columbia University’s Biosphere 2 Center in Arizona and marine biology at the Marine Biological Laboratory in Woods Hole, Massachusetts.  Prior to her work at the District, Jami worked for the New England Aquarium in Boston, MA and for the Marine Resources Aquarium in Boothbay Harbor, ME.
 

Senior Project Manager:  Betty Williams

Profile:  Employed at the District in 2002, Betty has been responsible for carrying out numerous successful watershed projects throughout Cumberland County.  She holds a degree in Geography-Anthropology with a minor in Education from the University of Southern Maine.  In addition, Betty has had additional training and course work in GIS, stormwater technologies, watershed management, and stream assessment.  She volunteers with the Presumpscot River Watch and is a Board member of the Presumpscot River Watershed Coalition.   Betty was the Program Director for the Highland Lake (2001 & 2002), Sabbathday Lake (2002), and the Royal River Youth Conservation Corps (2004).


Project Manager: 
Heather True

Profile:  Heather has been a Project Manager since 2006. She is a Maine native and graduate from the University of Southern Maine with a Bachelor of Science in Biology. Prior to joining the District, Heather’s background includes serving as an AmeriCorps Watershed Educator and as a Stewardship Associate at the Wells National Estuarine Research Reserve and interning as a water quality tester for a commercial stormwater treatment company.  Heather works on a variety of watershed protection projects at the District.
 

Education Coordinator:  Sarah Plummer

Profile: 
Sarah has worked as the District's Education Coordinator since 2005.  She implements youth conservation education programs throughout Cumberland County and worked as the program director for the Royal River Youth Conservation Corps for three summers.  Sarah works on a host of projects, including the Maine Harvest Lunch and water quality education programs, delivered both in classrooms and in the field.  Sarah also completes other outreach initiatives at the District, such as the newsletters and website.  A University of Southern Maine graduate, Sarah holds a degree in Environmental Science and Policy with a minor in Political Science.  Before working at the District, she gained valuable work experience with the Portland Water District, where she worked as both a shorefront property specialist and an environmental educator.  Sarah has served on the planning committee for the Southern Maine Children’s Water Festival since 2000 and as a volunteer board member of the Friends of the Presumpscot River since 2003.
 


Technical Director, Casco Bay Youth Conservation Corps:
  Amiee Howson Wills

Profile:  For the 2010 field season, Amiee is working at the District as the Technical Director for the Casco Bay Youth Conservation Corps.  She manages the CBYCC by conducting technical assistance visits, providing recommendations to landowners, and providing daily oversight of the crew.  Amiee has a degree in Environmental Science and Policy from the University of Southern Maine.
